Short answer: Do not respond off the cuff. Preserve documents, geofence the jurisdiction while you assess, get counsel involved immediately, and map the downstream exposure — processors, platforms, and other regulators often learn about the letter quickly.
The first 72 hours matter. Preserve relevant records, including product configuration and geolocation logs. Consider suspending play in that jurisdiction while the analysis runs; continuing to operate after notice materially worsens the posture if the regulator is right.
Then assess the substance: what statute is cited, what conduct is alleged, and whether the regulator has correctly characterized your mechanic. Many letters are template-driven and describe a model that does not match your product.
Finally, map the second-order effects. Payment processors and app stores often react to enforcement news faster than the regulator moves, and a quiet operational disruption can cost more than the underlying legal question.
