What are official rules and why does a sweepstakes need them?

Required content generally includes no-purchase-necessary language, a genuinely equal free method of entry, eligibility and age restrictions, the geographic scope, entry period, odds or the basis for determining them, prize description and approximate retail value, winner selection and notification, publicity release, and sponsor contact information.
Some states impose registration and bonding above prize-value thresholds. For an always-on sweepstakes model rather than a one-time promotion, the rules need to describe the ongoing mechanic accurately, including how currency is earned, purchased, and redeemed.
