    Does a gaming legal opinion expire?

    Short answer: It has no formal expiration date, but it is only as good as the law and the product mechanics it was written against. Legislative sessions, enforcement actions, and product changes all make an opinion stale.

    An opinion letter is a snapshot: this product, these mechanics, this law, as of this date. Three things break that snapshot. First, the law changes — a legislative session or an attorney general opinion can flip a state. Second, the product changes — a new prize type, a new entry path, or a new redemption flow can move the analysis. Third, the counterparty changes — a new processor or app store reviewer will read the date on the letter before anything else.

    Practically, operators re-paper when a legislative cycle closes, when they materially change mechanics, or when a processor or platform asks. Many opinions written before the current sweepstakes enforcement cycle describe a map that no longer matches the country.
